Timothy Downing was elected to a four year term after serving an appointed six month term in 2004. The Mayor is a veteran of the U.S. Navy having completed a four year tour of duty onboard a Navy vessel and is currently a Cherokee County Sheriff's Deputy. Mayor Downing is active in a number of civic and community roles, including a board member for the Cherokee County Development Authority, member of the citizens round table for the Cherokee County Comprehensive Plan Update, and member of the Metro Atlanta Mayors Association to name a few.

Prior to being elected Mayor, Downing served one term as a Holly Springs Councilman during which time the city achieved the highly sought after Livable Centers Initiative Grant in order to revitalize the downtown area. Downing, his wife Sandra, and two children have lived in Holly Springs since 1999.

About the City's Form of Government
The city operates under a council / manager system. The Mayor serves as the chief executive officer and represents the city at various functions. Mayor Downing presides over City Council meetings and makes appointments, with ratification by the City Council, to the city's various committees and boards. In his absence, the mayor pro tem assumes all responsibilities of the mayor. The mayor pro tem is recommended by the mayor and ratified by a majority of City Council. The current mayor pro tem is Councilmember Jeremy Smith.
