The Holly Springs City Council sets all policies for the city including fiscal and administrative policy for the city government. All five members of Council are elected at large. The city recently changed from two-year to four-year, staggered terms for Council members with all new terms being a four-year term.
Each year the Council selects one of their members to be Mayor Pro-Tem. The current Mayor Pro-Tem is Councilwoman, Jaqueline Archer. Councilwoman Archer takes on the role of Mayor in his absence.
The current Council members are Karen Barnett, Jacqueline Archer, Dee Phillips, Jeremy Smith and Tommy Sanders.
City Council meetings are held in court chambers of the Holly Springs Police/Municipal Court Building located at 3235 Holly Springs Parkway. Meetings are open to the public to attend.

Each Council member serves as Chair of one of five committees: Public Safety, Parks & Recreation, Public Works, Planning & Zoning, and Finance & Administration. The committees are made up of the chairperson, a co-chair (who is also a member of the Council) and the Mayor/City Manager.
